### Backgrounder

#### Overview


The Canada Senior Jobs Initiative (CSJI) is a critical component of the Employment and Skills Strategy for Seniors, a federal commitment designed to assist individuals aged 55 and over with gaining essential employment information, skills, and experience. This strategy is focused on supporting seniors, particularly those from communities facing barriers to employment, as they seek meaningful employment opportunities.


CSJI is administered by Employment and Social Development Canada. The program offers wage subsidies to private-sector organizations with 50 or fewer full-time employees, employers from not-for-profit organizations, and the public sector. Through CSJI, employers are encouraged to create quality work experiences for seniors aged 55 and above, enhancing their opportunities to develop and improve their skills, address national and local priorities, and facilitate seniors’ access to the labor market, including those facing employment barriers.


The CSJI employer application period is now open and will close at 11:59 am PT on January 12, 2023. This year, public and private sector employers will be eligible to receive funding for up to 50% of the provincial or territorial minimum hourly wage. Consistent with previous years, not-for-profit employers will continue to receive up to 100% of the provincial or territorial minimum hourly wage for each senior employee.


To aid seniors living with disabilities in obtaining employment, and to encourage employers to hire them under this program, employers may be eligible for additional funding to eliminate workplace barriers for seniors living with disabilities. This extra funding can be used for personal tools and adaptations required by the employee to perform their tasks effectively.


This year's national priorities have been set to prioritize job opportunities for seniors facing challenges in securing employment, as well as positions in small businesses and the not-for-profit sector, specifically targeting:


- Seniors with disabilities;

- Seniors from Black and other racialized communities;

- Indigenous seniors;

- Small businesses and not-for-profit organizations led by groups under-represented in the labor market;

- Small business and not-for-profit organizations in environmental sectors.


#### Eligibility


##### Employers


Eligible Canadian employers include those from the not-for-profit, public, and private sectors. Private sector employers must have 50 or fewer full-time employees in Canada to qualify (full-time employees are those working 30 hours or more per week).


Ineligible Canadian employers include members of the House of Commons and the Senate, federal government departments and agencies, provincial departments and agencies, and organizations engaged in partisan political activities.


##### Projects and Job Activities


Projects and job activities are ineligible if they:

- Occur outside of Canada;

- Involve providing a personal service to the employer;

- Engage in partisan political activities;

- Include fundraising activities to cover salary costs for the senior participant;

- Restrict access to programs, services, or employment, or otherwise discriminate, contrary to applicable laws, based on prohibited grounds;

- Advocate intolerance, discrimination, or prejudice; or

- Actively work to undermine or restrict access to services.


#### How to Apply

Employers can submit their applications electronically via the online fillable application or by signing up on the secure Grants and Contributions Online Services portal. Registration for the portal is a one-time process that enables employers to apply for and track the status of their applications, sign agreements, and submit their applications for CSJI funding and other funding opportunities offered through Employment and Social Development Canada.

Ensuring the safety of senior participants is paramount to CSJI. Employers must provide a safe and inclusive work environment to be eligible for funding. Amidst COVID-19, employers are responsible for keeping up to date with provincial guidance on essential services and municipal, provincial, and federal public health information.

The CSJI 2023 applicant guide, available online, offers detailed instructions on how to complete an application, along with eligibility requirements and assessment criteria.

In spring 2023, Service Canada will automatically post all positions funded by CSJI to the Job Bank website and mobile app to help employers connect with qualified seniors seeking work in their communities. Job Bank serves as the primary information source for seniors about the availability of CSJI-funded positions.
